immediately and are usually implemented through rework prior to

Inspection
When setting up a new supplier or working with a new customer
you want to ensure that your quality standards are fully met right
from the start. To ensure this, it is effective to set up a 3rd
party inspection source during initial start-ups of new plants,
products or engineering changes.
This ensures that all products have been checked for non-conformances,
and each identified and documented for traceability.
